Mr. Carlos M. Borja, Jr.
He is a Filipino lawyer specializing in climate legislation advocacy, policy formulation, and multilateral negotiations. He holds the position of Division Chief of the Legal Services Division of the Climate Change Commission (CCC)—the lead policy making body of the Philippine government on climate change. In this role, he has contributed to the development of the Philippines’ positions in international climate forums under the United Nations Framework Convention on Climate Change (UNFCCC). At present, he is pursuing a Master of Laws degree at Kyushu University in Japan under a scholarship from the Japan International Cooperation Agency (JICA).
